Release Ego Chat 0.2.45: the version bump, runtime generation 2026-09-27.1 and the TECH.md release paragraph for #87, which publishes a chat-bubble icon for ChatGPT to eaSpot.

Verification:

npm run lint is clean.
npm test: 1550 tests, 1549 pass, 1 skipped.
npm run test:ego-monitor: 148/148.
cargo fmt --check and cargo test --locked pass.
cargo package --list: 88 files. cargo publish --dry-run --locked succeeds.
