Version bumps (Cargo.toml, Cargo.lock, package.json, package-lock.json, APP_VERSION, runtime generation 2026-09-23.14) and the TECH.md release-verification paragraph for 0.2.40: the one-time proven reload of a ChatGPT page that drew the bound answer blank, the retryable conversation_head_unrendered stop, and the longer verify budget (#75).
